Ontario candidates must satisfy education, examination, sponsorship, insurance, identity, residency-contact and suitability requirements before FSRA issues a life and accident and sickness insurance-agent licence.

Requirement 1: complete an approved LLQP course
The course must come from a provider approved for the Life Licence Qualification Program. Providers may teach online, in a classroom or through self-directed study, but they cover the national curriculum.
For a full life and accident and sickness licence, confirm that your program includes all required modules. A limited accident and sickness path has a different module combination and different ongoing sponsorship rules.
Requirement 2: pass the provider certification examinations
Completing lessons is not enough. Your provider must confirm that you passed its prerequisite examinations and update your certification in the Canadian Insurance Participant Registry. You need a valid CIPR number and active certification before the provincial exam administrator can verify eligibility.
Requirement 3: pass all four Ontario provincial modules
- Life Insurance: 35 scored questions plus pilot questions; Durham lists 75 minutes.
- Accident and Sickness Insurance: Covers products and concepts such as disability, health and critical-illness insurance.
- Segregated Funds and Annuities: Covers insurance-based investment contracts, guarantees, taxation and suitability concepts.
- Ethics and Professional Practice - Common Law: Covers legal relationships, professional obligations, disclosure and ethical conduct.
Requirement 4: apply within the eligibility period
FSRA states that you have one year to apply for the licence from the date you first pass an examination module. Treat the first-pass date as a firm planning deadline.
Do not delay sponsorship discussions until month eleven. Read what happens after passing the LLQP and prepare the application path before your examinations expire.
Requirement 5: obtain insurer sponsorship
A new Ontario life and accident and sickness agent must be sponsored by a licensed insurer for the first two years. The sponsoring insurer confirms requirements and starts the application through Licensing Link.

Requirement 6: maintain qualifying E&O insurance
Coverage must remain active for as long as you hold the licence, even if you are not actively selling. FSRA currently requires the policy to use your legal licensed name, include at least $1 million per occurrence and include extended fraudulent-acts coverage.
If group coverage is provided, retain the certificate and renewal information. The agent remains responsible for keeping FSRA’s records accurate.
Requirement 7: provide required contact information
- Ontario mailing address: FSRA requires an address that can receive registered mail; a postal box alone does not satisfy the requirement.
- Personal email address: Use an address you control and monitor, not only an organization-issued inbox.
- Accurate legal name: Course, CIPR, identification, background check, E&O and application details should match.
Requirement 8: complete the official background check
After the sponsor initiates the application, the applicant receives the official process link. Complete the check within the required period and ensure the information matches the application.
A background issue is not always an automatic refusal. Honest disclosure and evidence of rehabilitation or resolution may matter. Misrepresentation or omission can independently damage suitability.
Requirement 9: be suitable to hold the licence
FSRA assesses whether the applicant is suitable to transact insurance business. The application may ask about criminal matters, regulatory history, bankruptcies, debts, civil proceedings, employment or business conduct and other issues relevant to honesty, integrity, competence or financial reliability.
Answer the exact questions fully. Where an explanation is required, be factual, chronological and supported by documents.
Requirements after approval
- Do not exceed your authority: Only conduct regulated activity when licensed, contracted and authorized for the relevant product and insurer.
- Complete continuing education: FSRA currently requires 30 eligible CE credits during each two-year renewal period.
- Maintain E&O coverage: Lapses can create licensing and compliance consequences.
- Update licence information: Report required changes through Licensing Link within applicable deadlines.
- Follow needs-based and fair-treatment expectations: Client interests, accurate disclosure, documentation and suitability must guide the work.

Do I need Canadian citizenship?
The listed FSRA requirements focus on licensing eligibility, identity, an Ontario mailing address and suitability. Immigration and work authorization are separate legal matters that a candidate must independently satisfy.
Do I need a university degree?
FSRA does not list a university degree as a standard requirement for this licence. The required education is the approved LLQP program and examinations.
Can my agency sponsor me?
The first-two-year sponsor is a licensed insurer. An agency or MGA may facilitate the relationship and process, but candidates should identify the actual insurer sponsor.
