LLQP stands for Life Licence Qualification Program. It is the approved education and examination pathway used by new candidates who want to apply for a life or accident and sickness insurance-agent licence in Ontario.

The LLQP is a pathway, not the licence itself

People often say they are “getting their LLQP licence,” but the wording is imprecise. The LLQP consists of prerequisite education and provincial examinations. After passing, the candidate still needs insurer sponsorship, E&O insurance, a background check, a complete application and FSRA approval.

A course-completion certificate or exam result does not authorize a person to act as an insurance agent.

The four full-life modules

  • Life Insurance: Policy types, ownership, beneficiaries, taxation concepts, underwriting, needs and contract provisions.
  • Accident and Sickness Insurance: Disability, critical illness, health-related coverage and the financial effects of illness or injury.
  • Segregated Funds and Annuities: Insurance-based investment contracts, guarantees, taxation, beneficiaries, annuity income and suitability.
  • Ethics and Professional Practice - Common Law: Agency relationships, contracts, disclosure, conflicts, professional conduct and legal responsibilities outside Quebec.

Course stage versus provincial exam stage

First, an approved provider teaches the curriculum and administers its own certification examinations. The provider then updates the candidate’s eligibility in the Canadian Insurance Participant Registry.

Second, Durham College administers Ontario’s provincial LLQP examination modules. The questions are multiple choice, the current passing score is 60%, and each module includes pilot questions that do not count toward the score.

How long the LLQP takes

FSRA estimates approximately 100 hours for the course, although students vary widely. A full-time learner may move quickly, while someone working and studying in the evenings may take several months.

Who administers each part

  • FSRA: Regulates Ontario life and health insurance licensing and publishes approved-provider and application requirements.
  • Approved LLQP provider: Delivers the prerequisite course, tests course knowledge and certifies eligibility.
  • CIPR: Holds the candidate’s participant number and course-certification status.
  • Durham College: Administers the Ontario provincial examinations under the regulator’s framework.
  • Sponsoring insurer: Confirms requirements and initiates a new agent’s application for the first two-year sponsored period.

What happens after the examinations

Once all required modules are passed, the candidate works with a licensed insurer sponsor to complete the application. FSRA currently requires an Ontario mailing address, personal email, qualifying E&O coverage, official criminal-record check and suitability review.

The licence application must be made within one year of the date the candidate first passed an exam module. Plan the sponsorship step early.

What the LLQP does not teach completely

The curriculum establishes minimum licensing knowledge. It does not fully teach prospecting, appointment preparation, insurer-specific products, underwriting navigation, case documentation, client-service systems or how to run an independent practice.

  • Use the official reference material: Do not study only from answer banks.
  • Practise scenario reasoning: Ask why each alternative is right or wrong.
  • Track weak modules: Spend more time on concepts that create repeated errors.
  • Confirm current policies: Fees, delivery formats and rewrite rules may change.
  • Separate licensing from income promises: Passing an exam does not guarantee clients, contracts, approval or business results.
